I believe the correct expression is "Panty Waste", which occurs frequently  at
fraternity houses. The etymology is unclear, but it either has to do  with
"laying waste the panties of the unsuspecting female guests" as a  prelude to
something more onerous, or perhaps it describes a most  embarrassing condition,
the latter being supported by the first recorded  use of the phrase by one
Incontinentia Buttocks of Rome during the reign  of Tiberius Claudius c. AD 42.
